Universities help only the best STEM students register at ITEC. An ITEC consultant will assess each student’s Educational background and experiential skill levels while acknowledging the student’s desired US residential location.
Students do not apply for jobs until they are contacted by employers. Employers will initiate the recruitment.

Collaborate and Match
The ITEC consultant will collaborate with the university member and the right Fortune 1000 company member to determine the best fit between a company position (plus possible graduate program) and each student.
Employers reach out to students and start the application process. The student is asked to apply for an opened position. Students do not blast their resumes.

Design A comprehensive Plan
The Fortune 1000 company will provide a position and design a training program that will include the university’s graduate program plus a possible IT training company that is an ITEC member.
ITEC consultant, the university, and the employer monitor the student’s employment and academic success within a selected career niche.

A consulting company comprises overseas companies (Indian companies) working in the USA employing OPT or H4 visa candidates. A large drawback for candidates opting for their service is that their payroll gives them a salary/bill rate of around $30-$40 per hour or $60000-$75000 yearly, yet the opt STEM student receives considerably less. Another matter of concern is the fake years of experience padded on the resumes and proxy interviews. A candidate is made to add 5-6 years experience onto their resume, whereas a fresh graduate, even with internship experience, would have a total experience of maybe 1 to 1.5 years. This indicates the importance of quality training which is one our pillars. Also, many staffing companies advertise their own training. This is a questionable business operation because only partnered training companies can offer an independent assessment of student progress. Our training company members do not split course revenue with us. We receive nothing from training companies and only look for the best affordable courses.
Many staffing companies are also know for having someone else take proxy interviews for candidates that would get them hired and fired quickly due to the lack of technical skills.

Five Tips for OPT and CPT Employers
- Make sure the job title matches the field of study – especially in technology fields. Labor theorists say many jobs of tomorrow don’t exist today. That logic applies to today’s United States Citizenship and Immigration Services (USCIS). Technology moves fast – and USCIS has had a hard time keeping up with emerging industries, especially for IT, IoT and SaaS employers. Fields like data engineering, systems architecture and development operations don’t always line up with degree fields like MIS and Electrical Engineering. Working to align the job/degree requirements with degree programs of your preferred candidates can save you from Request for Evidence (RFE) filings.
- Familiarize yourself with the I-9 Documents. While you should never ask an employee for specific documents in the I-9 process, the most common Section 1 and 2 documents for F-1 status are: an EAD card (OPT); I-94 record; foreign passport; and Form I-20. Anyone handling these documents should be familiar with their purpose in the I-9 process.
- Is your company registered for E-Verify? Employers registered in E-Verify can support F-1 OPT students working in STEM fields to extend their OPT status for up to three years. This allows the E-Verify employer to have additional opportunities to file H-1B applications under the H-1B lottery and/or support the employee for a “green card” through employment. - Have a plan for keeping your employee on board. OPT provides work authorization for up to 12 months for most employers and, as stated above, up to 36 months for employer registered in E-Verify employing an OPT worker in a STEM field. After that, employers risk losing the training and skills developed by their OPT employee. The most common form of sponsorship following OPT is H-1B other options include sponsoring on O-1 extraordinary ability visa, or sponsoring for lawful permanent resident status.
- Found the perfect candidate? Consider H-1B sponsorship early, and often. If you found a great candidate for a position, someone who melds seamlessly with your team and adds value with their expertise, consider H-1B sponsorship as soon as possible. As it stands, the H-1B lottery is a numbers game. Electronic registration for the H-1B lottery has lowered the barrier of entry – requiring only a $15 registration fee to enter the H-1B lottery. Savvy employers don’t want to wait until the final year of employment to enter an employee into the H-1B lottery.

Even if it’s legal to hire international students, won’t it cost a lot of money and involve a lot of paperwork?
No. The only cost to the employer hiring international students is the time and effort to interview and select the best candidate for the job. The student and institution handle all paperwork involved in securing post-completion Optional Practical Training authorization and most of the paperwork for the STEM OPT Extension. In fact, a company may save money by hiring international students because the majority of them are exempt from Social Security (FICA) and Medicare tax requirements.
Don’t international students need work authorization before I can hire them?
No. International students must have the work authorization before they begin actual employment, but not before they are offered employment. Many F-1 students will be in the process of obtaining work authorization while they are interviewing for employment. Students can give employers a reasonable estimate of when they expect to receive work authorization.
What does the work authorization look like?
For Optional Practical Training, F-1 students receive from USCIS an Employment Authorization Document (EAD), a small photo identity card that indicates the dates for which they are permitted to work.
What is the cost of the E-Verify program and how can I enroll in it?
There is no cost to register in E-Verify program. Information on E-verify and the enrollment procedure can be found at the USCIS website at www.uscis.gov/e-verify.
What if I want to continue to employ international students after their work authorization expires?
With a bit of planning ahead, an employer can potentially hire international students to continue to work for them in the H-1B visa category for a total of six years (authorization is granted in two, three-year periods). The H-1B is a temporary working visa for workers in a “specialty occupation.” The application procedure to the USCIS is straightforward. The job must meet two basic requirements:

- A bachelor’s degree is a minimum normal requirement for the position.

Jobs for international degree holders, particularly in the US, is a dream come true. U.S. immigration laws permit international students to be employed in the country during and after a course of study. So, after graduation, many international students explore job opportunities in the U.S. The list of companies that hire international students and sponsor work authorization is largely made up of Fortune 1000 companies. The problem is getting these companies to hire OPT students like you and invest in your potential. Not every employer in the US offers sponsorship for international students in the USA to apply for employment authorization (EAD), but ITEC is getting this list to grow. Fortune 1000 companies are more likely to hire and sponsor international students to fulfill a gap that cannot be met only by the local talent pool of the country, however, getting them to hire you and spend resources on your professional development is a tough proposition. Looking for job postings and blasting your resume does not result in giving you the best positions. There needs to be a better way and we believe we have found it. Another option is to enter into a graduate STEM program (with a possible GA position) and then seek an OPT STEM extension job position after you graduate with a Masters. What OPT STEM Students Need To Know

A majority of staffing companies are body shop companies that do not offer any value to candidates. Value is added when you learn new technologies and skills and can contribute to the employer in a meaningful way. Consulting companies make OPT students go through fake training just do well in an interview while offering no real industry skills. Many times the student is fooled into paying for staffing-inhouse training which wastes the student’s valuable time and money. Although they may do well in an interview, students do not learn much and work for a short period because sooner or later it realized that they add no value to the client and are let go from jobs.
Consulting companies encourage candidates to take as many interviews as possible to maintain their numbers and brand value. Often OPT students’ risk being blacklisted by leading companies and lose any chance of making a bright career. Even if a candidate has potential, they risk losing their immigration status. You don’t want to be this candidate. Think about the embarrassment and getting blacklisted by every client in the industry.

What is EAD?
An EAD is a temporary document that grants its holder the right to be employed in the U.S. It is also called a non-immigrant U.S. work permit. Not all visas are like the H1B visas which automatically grants the holder the right to work in the U.S. Many visas require the holder to have an EAD first before they are legally allowed to work here.
Take note, an EAD does not take the place of a visa. You still need a visa to have the right to live in the U.S. In fact, you won’t be eligible for an EAD if you don’t have a valid visa. Not all visa groups are also allowed to apply for an EAD.

What is OPT EAD Card?
An EAD card is your physical proof that you have employment authorization in the U.S. Being granted an OPT EAD card specifically gives someone like an F1 visa student (who isn’t an American citizen), the right to hold a job while they are on OPT.
Remember, F1 visas do not grant the holder the right to work in the U.S. in itself. Most international students who are in line for an OPT program, therefore, need an EAD before they can legally hold a job.
Once you get your employment authorization for OPT, you can be issued an OPT EAD card. The validity of your OPT EAD will not stretch beyond the validity of your visa. You’ll have to regularly renew your EAD status to ensure your continued right to be employed in the U.S.
Remember, an OPT EAD will only allow you to work within the specific field of your studies.
Who is Eligible for OPT EAD?
As mentioned before, all visa holders aren’t eligible to apply for an OPT EAD. OPT programs mainly pertain to students. The two groups of student visa holders who are eligible to apply for an OPT EAD are F1 and M1 visa holders.

What Information is On Your OPT EAD Card?
When you apply for an EAD you need to file an application. All that information in conjunction with some other details of yourself are displayed on your EAD card.
Here is a short list of the information you will find on OPT EAD Card:
- Your names and surname
- USCIS number (your number in the USCIS system)
- EAD category and type
- Your EAD card number
- Date of birth
- Country of birth
- Terms and conditions
- Validity period
- Annotations (like the card is not valid to permit re-entry to the U.S.)
- Passport style photo of yourself
- U.S. Hologram (to prevent unlawful copies and fakes)
How to Apply for OPT EAD
Applying for an OPT EAD is quite straightforward. All you need is the right documents and to follow the right procedure. If you are concerned about the processing fees required to get an OPT EAD don’t worry, you can even apply for an OPT student loan to help cover the cost.
Here are some of the most basic steps you can follow to apply for OPT EAD.
Contact Your School
You can only apply for OPT after you’ve been enrolled in your school for 9 months. Before you can apply for EAD you’ll need to be accepted into an OPT program. Contact the international student office at your school and apply for a program with their assistance.
File Form I-765
Once you’ve been accepted, you need to file an Application for Employment Authorization (Form I-765). The form is on the USCIS website. Get the latest copy of the form, complete it, and attach the necessary documents for your category.
F1 visa students need to supply:
- Form I-20 – your Certificate of Eligibility for Nonimmigrant Student Status (not older than 30 days)
- All other documentation requested in the filing instructions.
Your Form I-20 needs to be endorsed by your Designated School Official.
The processing of your EAD application may take more than 90 days to reach a decision. Be patient and wait for the result.
Start Working
Once you’ve received your EAD you are allowed to start working. The USCIS will mail you the result of your application to the address you’ve listed on your Form I-765. Remember your OPT EAD will only allow you to work with the employer set out in your OPT program.
All OPT must be directly related to your major area of study. If you are an F-1 student, you may be eligible to participate in OPT in two different ways:
- Pre-completion OPT: You may apply to participate in pre-completion OPT after you have been lawfully enrolled on a full-time basis for one full academic year at a college, university, conservatory, or seminary that has been certified by the U.S. Immigration and Customs Enforcement (ICE) Student and Exchange Visitor Program (SEVP) to enroll F-1 students. You do not need to have had F-1 status for the one full academic year; you can satisfy the “one full academic year” requirement even if you had another nonimmigrant status during that time.
If you are authorized to participate in pre-completion OPT, you may work part time (20 hours or less per week) while school is in session. You may work full time when school is not in session.
- Post-completion OPT: You may apply to participate in post-completion OPT after completing your studies. If you are authorized for post-completion OPT, you may work part time (20 hours or less per week) or full time.
If you participated in pre-completion OPT, USCIS will deduct that amount of time from your post-completion OPT authorization period. For example, if you participated in 10 months of pre-completion OPT, you would be eligible for only up to 2 months of post-completion OPT.
STEM OPT Extension
If you have earned a degree in certain science, technology, engineering and math (STEM) fields, you may apply for a 24-month extension of your post-completion OPT employment authorization if you:
- Are an F-1 student who received a STEM degree included on the STEM Designated Degree Program List (PDF);
- Are employed by an employer who is enrolled in and is using E-Verify; and
- Received an initial grant of post-completion OPT employment authorization based on your STEM degree.

Applying for OPT
Generally, you must:
- Request that your designated school official (DSO) at your academic institution recommend the OPT. Your DSO will make the recommendation by endorsing your Form I‑20, Certification of Eligibility for Nonimmigrant Student Status, and making the appropriate notation in the Student and Exchange Visitor Information System (SEVIS).
- Properly file Form I-765, Application for Employment Authorization with USCIS, accompanied by the required fee and the supporting documentation as described in the form instructions.

- May apply up to 90 days before your current OPT employment authorization expires.
Non-STEM degree
Pre-completion OPT
- Must apply after your DSO enters the recommendation for OPT into your SEVIS record, and
- May apply up to 90 days before you complete a full academic year, as long as you do not start OPT employment until you complete one full academic year.
Post-completion OPT
- Must apply within 30 days of your DSO entering the recommendation for OPT into your SEVIS record, and
- May apply up to 90 days before you complete your degree, but no later than 60 days after you complete your degree.
You may begin your OPT only after we approve your Form I-765 and you receive your Employment Authorization Document (EAD).
If you file your STEM OPT extension application on time and your OPT period expires while your extension application is pending, we will automatically extend your employment authorization for 180 days. This automatic 180-day extension ceases once USCIS adjudicates your STEM OPT extension application.
Transferring to a Different School or Beginning Study at Another Educational Level
If you transfer to another school or begin studies at another educational level (for example, you completed a bachelor’s degree and are starting a master’s program), your authorization to engage in OPT employment will automatically terminate. SEVP will inform USCIS of the termination date, and USCIS will terminate your EAD accordingly.
Although your authorization to engage in optional practical training will end, as long as you comply with all requirements for maintaining your student status, your F-1 status will not be affected by USCIS terminating your EAD. Maintaining your student status includes not working on a terminated EAD, as the termination means that you are no longer authorized to work in the United States using that OPT EAD. Working in the United States without authorization has serious consequences, including removal from the country and reentry bars. Also, remaining in the United States in violation of your lawful nonimmigrant status could lead to an accrual of unlawful presence. If you are an F-1 student with a timely filed H-1B petition and change of status request, and your F-1 status and employment authorization will expire before the change of status to H-1B occurs (typically Oct. 1), you may be eligible for a cap-gap extension. What is OPT?
F-1 students who plan to work in the U.S. can apply for Optional Practical Training (OPT), a temporary employment authorization that provides an opportunity to apply knowledge gained in the classroom to a practical work experience off-campus.
- OPT is a benefit of your F-1 visa status and not a separate work visa or visa category.
- You continue to be in F-1 student visa status while you are on OPT and must abide by all F-1 regulations during your period of OPT.
- This is the last work authorization that will not need employer sponsorship until you have a Green Card.
Timing Considerations
- Most students are eligible to apply for a total of 12 months of OPT at each higher degree level.
- OPT can only be used once per higher degree level even if you have multiple degrees per level (e.g. OPT based on a Bachelor’s degree and then OPT based on a Master’s degree or PhD).
- The 12 months of OPT must be used all at once, it cannot be broken up.
- OPT must be used directly after graduation; it cannot be saved for later.
- You cannot start work until you have received your EAD card and reached the start date on the card.
Eligibility
To be eligible for OPT, you must:
- Maintain valid F-1 student status at the time of application
- Be enrolled full-time for at least one full academic year in the U.S.
- Be physically present in the U.S. when you mail your application
- Intend to work or volunteer in a professional development opportunity directly related to the major field of study
Additional Considerations
- You do not need to have a job in order to apply for OPT.
- All work must directly relate to your field of study.
- Students with degrees in Science, Technology, Engineering, or Mathematics (STEM) may be eligible for a 24-month extension to their 12 month post-completion OPT.
- You do not need paid employment (volunteering is ok).
- You can work on multiple opportunities at one time.
